Tom Flanagan


Tom Flanagan joined Clark Bros. Inc. in August 2016 and serves as Director of Pre-Construction. In this executive leadership role, Tom oversees all preconstruction activities, aligning project planning and delivery strategies with CBI’s organizational goals and market growth objectives. He leads cross-functional coordination between business development, estimating, and operations to ensure seamless project transitions from concept through contract execution.

Tom provides strategic oversight of client engagement, contract negotiation, risk management, and project development, serving as the primary client-facing representative during the preconstruction phase. He manages relationships with third-party engineers, architects, and consultants while guiding internal engineers and preconstruction managers. His leadership ensures that every project is technically sound, financially viable, and fully aligned with client expectations and CBI’s operational standards.

Holding a Bachelor of Science in Industrial Engineering Technology from California State University, Fresno, Tom also maintains a CTM certification through the Association of Technology, Management, and Applied Engineering (ATMAE). His professional background includes five years in the industrial and manufacturing sector, where he specialized in design and product development within the motorsports industry, building expertise in CADD, modeling, metal fabrication, and machining.

Tom’s technical strengths span project design and development, heavy civil construction, and metal fabrication. Since joining CBI, he has been instrumental in the company’s evolution from a civil subcontractor in the renewable energy space to a leading EPC contractor. His contributions have supported the successful delivery of major renewable and infrastructure projects, including Oasis Wind, Rexford Solar, Westside BESS, Hummingbird UG Transmission, Solano 4 Wind, and Gonzaga Wind & BESS.
