Tom Flanagan
Tom Flanagan joined Clark Bros. Inc. in August 2016 and was promoted in 2026 to Director of CBI Power, a division of Clark Bros. Inc. CBI Power is a full-service electrical and power infrastructure contractor specializing in high-voltage systems, substations, renewable energy facilities, and utility-scale battery energy storage projects. As an integrated engineering, procurement, and construction (EPC) partner, CBI Power delivers turnkey solutions that emphasize safety, technical excellence, schedule certainty, and cost control. With deep expertise in complex utility environments and mission-critical infrastructure, the company supports public and private clients across the western United States, providing innovative, constructible solutions from preconstruction through commissioning.
In his role as Director of CBI Power, Tom provides executive leadership and strategic oversight for the division’s operations, growth, and project delivery. He leads multidisciplinary teams across engineering, estimating, and operations while guiding the development and execution of major power infrastructure projects. Tom works closely with clients, utility partners, and project stakeholders to ensure that CBI Power consistently delivers technically sound, financially viable, and constructible solutions that align with client objectives and Clark Bros.’ operational standards.
Prior to his promotion, Tom served as Director of Preconstruction, where he oversaw all preconstruction activities, aligning project planning and delivery strategies with organizational goals and market expansion. He led cross-functional coordination between business development, estimating, and operations to ensure seamless transitions from project concept through contract execution.
Tom provides strategic oversight of client engagement, contract negotiation, risk management, and project development, frequently serving as the primary client-facing representative during early project phases. He has extensive experience collaborating with third-party engineers, architects, and consultants while mentoring internal engineers and preconstruction managers.
Tom holds a Bachelor of Science in Industrial Engineering Technology from California State University, Fresno, and maintains a Certified Technology Manager (CTM) certification through the Association of Technology, Management, and Applied Engineering (ATMAE). His professional background includes five years in the industrial and manufacturing sector, where he specialized in design and product development within the motorsports industry, building expertise in CADD, modeling, metal fabrication, and machining.
Since joining Clark Bros. Inc., Tom has played a key role in the company’s evolution from a civil subcontractor in the renewable energy market to a leading EPC contractor supporting large-scale energy infrastructure. His leadership has contributed to the successful development and delivery of major renewable and infrastructure projects, including Oasis Wind, Rexford Solar, Westside BESS, Hummingbird UG Transmission, Solano 4 Wind, and Gonzaga Wind & BESS.
